By running this dll for another on this post, it fixed the download problem
for MBSA 2. I get the same error message as he did. I have not been able to
'run' this dll. I have used start then run and I have used command prompt
C:/. No go on both accounts. I feeling pretty ignorant not being able to do
something so basic and I need some help. I have XP, SP2 and all other
updates. The exact message is:Module C:/Program Files/Microsoft Baseline
Security
Analyzer/serversecure.dll Failed to register HRESULT -2147024770. Contact
your support personnel.

Search 'error 2738' in security MBSA and look for yanni1 on 5/3/05. follow
doug neals liink to whatever operating system you have for which dll to 'run'.

atl.dll being re-registered has helped with some rare problems when MBSA
setup reported this error code. If that same dll being re-registered also
helps with download errors, that would be interesting because it implies
that one did not see any errors from setup, just the download errors.

Please let me know how this goes so we can consider adding this possible fix
for download errors to the FAQ.

I still don't know how to 'run' or re-register a .dll in order to report
back. Any help will be appreciated.

That needs to be \atl.dll and not \catl.dll


or better use

regsvr32.exe %windir%\system32\atl.dll


(just in case the windows installation is in c:\winnt\)

Success. I ran from the command prompt and it was a go. I downloaded MBSA
2.0 and ran a scan which was successful. Thanks for all your knowledgeable
help.

Hello folks,

I§va got the same 2738 Error when installing MBSA 2.1 or 2.1.1 on Windows 7
Ent 32b. Suggested DLL registrations mentioned here did NOT help. Further
internet search suggestion cennot be applied to W7 as I suppose (installing
Windows Script Host 5.7, ...).

Any help here? MBSA 2.1.1 should have had W7 support, so what's going on,
Microsoft? Seems you haven't tested this version before releasing?

LOG says:
DEBUG: Error 2738: Could not access VBScript runtime for custom action

I'm running MBSA 2.11 without issue on Windows 7 machines, although not the Enterprise version.

Here's an article on the error you are seeing--the fix is not as simple as re-registering the .dll's--but I think this article should get you set right:
