80072ee5 error when trying MBSA scan without internet access

I have a server that can no longer access the internet, or its previous WSUS
server. In C:\Documents and Settings\administrator\Local
Settings\Application Data\Microsoft\MBSA\2.1\Cache, there is muauth.cab,
wsusscn2.cab, wsusscn2.cab.dat, and WindowsUpdateAgent30-x86.exe.
All the scans except the Security Updates scan work. The Security Scan
gives me An error occurred while scanning for security updates. (0x80072ee5)
I looked in HKLM\SOFTWARE\Policies\Microsoft\Windows\WindowsUpdate, and
both WUServer and WUStatusServer are set to http:// so they aren't looking at
my old WSUS server like i thought.
My Internet Explorer 6 is not in Work Offline mode, and no options are
checked in Internet Properties, Connections, LAN Settings. reminder, i can't
access the internet from this Win 2K server.
Any ideas?

Rich - thank you for sending this our way.

In all of my years, I've never seen this error code with MBSA, WSUS Server
or the WUA client. If this is still an issue, could you consider contacting
Microsoft Customer Support Services (CSS) directly using one of the links
below. The call should be no charge since this relates to a security
issue - specifically the security scan tool, MBSA.

I beleive CSS will be best qualified to interactively work with you to
resolve this issue.

Rich - thank you for sending this our way.

In all of my years, I've never seen this error code with MBSA. But there
are some reports of this with clients there are or were previously assigned
to a WSUS Server. You may want to check

The 0x80072ee5 error is caused by an invalid URL in the "Specify intranet
Microsoft update services location" policy. While you may not have setup
WSUS yet, apparently the policy configurations have told the clients that's
where they should get updates from -- and the URL configured is invalid.

If this is still doesn't resolve the issue, please consider contacting
Microsoft Customer Support Services (CSS) directly using one of the links
